The compliance stack most organisations did not intend to build
Across Australia and New Zealand, the dominant model for contractor governance has been built on a patchwork of purpose-built platforms — Rapid Global, Cm3, dedicated inspection tools, visitor management systems, shared drives and spreadsheets filling the gaps in between.
Each platform solved a discrete problem at the time it was deployed. Collectively, they
have created something organisations did not intend to build: a fragmented compliance
ecosystem where data is siloed, administration is duplicated, and governance visibility
is incomplete.
The most consequential outcome of this fragmentation is not the cost. It is the gap.
A contractor may hold current insurance in one system and carry an unresolved safety
incident in another. An inspection finding may close in the field while a corrective
action sits unresolved in a disconnected workflow. A worker may pass onboarding while
site-specific access controls go unverified.
These gaps are not software failures. They are architectural failures — the predictable
outcome of assembling compliance systems that were never designed to operate together.
